Exposed in the 1990’s, the “Praetorium” complex of Byzantine Caesarea was comprised of a Governor’s hall, a tax archive, a public latrine, wearhouses, and a private bath.

Its floors bears Greek Inscriptions, some with quotes from the scripture, appearently to encourage the public to pay they taxes “to please god”..
